VA Decision Letter Decoder

The combined percentage is the headline, not the whole intel report. Read the decision issue by issue and separate what VA granted from what it denied, deferred, underrated, or dated wrong.

One decision letter can contain several different fights.

Create one row for every condition or benefit issue. Record the outcome, percentage if granted, effective date, and any favorable findings or missing elements. A deferred issue is not a denial wearing camouflage; keep it separate.

Find the sentence that actually sank—or saved—the issue.

Read the evidence list and reasons for decision, not just the percentage on page one. Compare what VA says it reviewed with what you actually submitted, and capture favorable findings that may matter later. The headline is not the after-action report.

For a rating dispute, compare the stated findings with the applicable rating criteria. For an effective-date dispute, build a dated filing and review timeline.

Pick the lane by the defect—not by which one sounds angriest.

VA currently describes three primary benefit decision-review options: a Supplemental Claim for new and relevant evidence, Higher-Level Review without new evidence, and a Board Appeal to a Veterans Law Judge.

The correct choice depends on the decision, evidence posture, deadlines, and desired review. Consider a VA-accredited representative when the choice could affect an effective date or appeal strategy.
